SPIRE Proxy Manager API, FreeNGINX pod deployment, and Cockpit app

SPIRE Proxy Manager manages local FreeNGINX reverse proxy sites and application pool routing through a FastAPI service and Cockpit app. Certificate jobs, ACME state, credentials, and renewal history are owned by legoctl.
